Executive Policy
Any changes to the Constitution of the Winnipeg Teachers’ Society duly approved by the Manitoba Teachers’ Society will have immediate effect on applicable Executive Policy.
Any changes to Executive Policy of the Winnipeg Teachers’ Association affecting the Constitution of the Winnipeg Teachers’ Association shall be treated first as Constitutional Amendments.
General
I. Executive meetings shall be held regularly from September through June.
II. Executive meetings shall begin at 4:30 PM.
III. The President may call meetings beginning at 1:00 PM, if necessary.
IV. Prior to the first meeting of the Executive, committee lists shall be prepared with names of Executive members who wish to let their names stand for particular committees.
V. Any Association member may attend an Executive meeting as an observer, if prior notice has been given to the President.
VI. WTA Provincial Executive members shall be invited to attend meetings. They shall be entitled to enter debate but they shall not have voting rights.
VII. Unless explicitly excluded, Association members of the Provincial Executive shall have the privilege of attending in-camera sessions.
Conflict of interest
I. Grievances
A member of Executive shall not participate directly or indirectly in any decision or any deliberation with respect to a grievance in which there is personal involvement whether it is his or her own grievance or whether it is the grievance of another member which might affect that member of the Executive.
II. Divisional Policy Committees
Members of Executive who wish to serve on divisional policy committees that may create a conflict of interest shall do so only with the approval of the Executive.
III. Members of the Executive of the Association shall not use their position for personal advantage or to promote the commercial or partisan interests of any person, business or institution.
Delegations
I. Delegations of members shall have the right to make presentations to the Executive, up to 10 minutes.
II. Delegates who are not members of the Association shall require the permission of the Executive to present a brief.
III. Only questions intended for clarification of the brief shall be asked of the delegation.
IV. Discussion, debate, and motions related to the brief shall be made later on the Agenda, under New Business. Members of delegations do not take part in debate.
V. Copies of the brief shall be forwarded to the President prior to presentation.
Dependent Care Costs
Upon submission of a statement of expenses to the Association, Executive members and Association committee members shall be reimbursed to a maximum of the current MTS rates, for dependent care expenses occasioned by their attendance at meetings, and/or their designation as Association or Executive representatives at conferences, seminars and workshops.
Executive Workshop
I. There shall be an Executive Workshop held annually.
II. Members of the Association who attend the workshop shall be reimbursed travel expenses at the current MTS rates.
